Special Needs PA is a new registry jointly developed by Bucks, Chester and Montgomery Counties to allow citizens with special needs and their associates to voluntarily provide information to assist emergency response agencies. A "special needs" individual is someone who cannot receive, understand or act upon emergency protective orders.
