1. Prepare a planning guide for service development
2. Re-Evaluate the administration function of the library
   > Action Steps:
   a.  Re-evaluate the position of Assistant to the Director
   b.  Re-distribute duties throughout the staff as needed
   c.  Determine how this realignment affects the entire library staff
3. Develop a plan for the adult services department that will identify programmatic needs for the next two years
